Progress Report 4 (October 2004 – March 2005)
Outputs

CAI has strong willingness to take leading role in ASEAN countries. CAI counterparts are increasingly more capable of organizing AFSIS Focal Point Meetings, Regional Training, etc..

Crop cutting technology development is almost complete for Thailand. Presently, ROAE staff and SKT are accumulating the experience in practicing in the field. CAI counterparts are now capable of designing yield surveys with the same approach to other crops such as onions and pineapples. A short-term expert helped CAI develop a computer program to formulate the sampling frame for its surveys from the result of 2003 Census of Agriculture. It opened a way to further improve accuracy of surveys conducted by CAI.

Crop cutting data entry and processing systems were developed for paddy, cassava and sugarcane. Of these three, those for the latter two crops enabled ROAE to enter the individual questionnaire data using OAE web-pages without waiting for all questionnaires were assembled at ROAE. The ROAE and OAE staff, then, could monitor the individual and summary data “in real-time”. CAI went further step forward and started building its own data entry and reporting program for pineapple crop cutting based on the same concept.

OAE has started to estimate necessary data for construction of 2000 Agricultural Input-Output Table (AIO2000), such as gross output by commodity by agricultural sector, values of exports and imports, food consumption in farm household and non-farm household. In the field of macro economic modeling, NESDB revised its macroeconomic indicators and published the latest economic data. The project collected these data and revised its own model. For Agricultural Demand Supply Model, a sugarcane model was developed in addition to those for rice, maize and cassava. The project continued to maintain/update these models.

A new training approach was developed and employed by the project regularly: Training participants stay in hotels for a few nights, get lectures, practice the survey on field and discuss the results together. ROAE staffs are increasingly more capable of teaching/ guiding SKT on field surveys.
